Tenth session of Fifth Legislative Assembly begins

Due importance given to agri-horticulture sector: Governor

ITANAGAR, Mar 15: The tenth Session of the Fifth Legislative Assembly begun today with the customary address of the Arunachal Pradesh Governor Gen (Retd) J J Singh.

Presenting a short review of the achievements of the state Government during the current financial year and highlighting the Govt’s vision for the new financial year, the Governor in his address said that the state Govt has given due importance to the agriculture sector as the agriculture is the backbone of the  state’s economy.  “Our growth rate in this sector during the 11th Five Year Plan period has been three times the national average and if we continue with this impressive performance, we will achieve food security by 2017,” the governor said.

Governor informed that the Chief Minister Agriculture Mechanization programme will provide benefits in the form of subsidies for purchase of power tillers, spray pumps and tractors etc. to more than 1,700 small farmers. “A new bee-keeping venture has also been undertaken during the last year to benefit 190 farmers in producing honey, wax and candle etc. To provide a boost to the marketing of surplus produce and to provide facilities for better agriculture marketing network, the department also proposes to construct one Agriculture Shopping Mall at Naharlagun. During the 12th Five Year Plan, the State Government will lay increased stress and focus on intensification of cash crops, double cropping, market linkages and cold storage facilities, the governor added.

The Governor said that his Government is also according high priority to the Horticulture sector as the State, blessed with an agreeable climate and fertile soil types, offers enormous scope for production of various fruits, spices, medicinal and aromatic plants.  Singh further informed that horticulture sector recorded an overall growth of 87.03% and average annual growth of 17.41% during the eleventh plan period. Such growth rates are unprecedented anywhere in the country, he said.

“Our annual growth rate during the 11th Five Year Plan has been 9.4%, which is about 1.5% higher than the national growth rate. It is the first time ever in any five year plan that we have performed better than the national average. This is true for all the three sectors - agriculture, industry and services.”

On internal security, the Governor said that Arunachal Pradesh remained by and large peaceful during the year. The governor said “we had a marked improvement on the law and order front. We have been able to largely neutralize the 'bandh' culture which was threatening to have severe ramifications on the overall law and order front as well as on work efficiency. There has been praise-worthy coordination between Army, para-military and State police forces which has led to the elimination of 13 UGs and arrest of 107 others with recovery of a large cache of arms, ammunition, and explosive material.”

“Through active persuasion of my Government with the Government of India, Ministry of Home Affairs (MHA) has released an amount of Rs.1.92 Cr. for Civil Defence Training School at Pasighat. Further, the MHA has also released Rs.10 Cr. for logistic support to the existing Paramilitary Forces deployed in the State,” the governor informed.

The governor in his 46-minute speech has touched almost every sector/department and highlighted their achievements. He said “after a long gap, the State Government also provided sufficient funds for purchase of essential medical equipment and supplies to all District Hospitals. An amount of Rs. 11.00 Cr. was provided for purchase of medicines and distribution to poor people at various health institutions across the State.” He further informed the Assembly that  the Government of India has also approved setting up of two nursing schools at Naharlagun and Pasighat with an investment of Rs. 10.00 Cr. each.

On education sector, the Governor said in addition to the existing 13 functional Government degree colleges, the state Government has already approved opening of 7 new model degree colleges. For the first time in many years, adequate funds are being provided for upgradation of college infrastructure with ear-marking of sufficient funds for Government colleges at Deomali, Changlang, Itanagar, Pasighat, Doimukh, Nyapin and Daporijo.      The State Government is also contemplating to start 5 polytechnic colleges (Dirang, Laying, Namsai, Pasighat and Roing) in the academic session from 2013-14 in 4 disciplines i.e. Civil, Electrical, Mechanical and Computer Science.

Regarding  development in Power sector, the Governor said “Power will be the future engine of growth of the State's economy. Under the PM package project for illumination of 2121 border villages, more than 1,700 villages have been provided power connection or solar home lighting systems till date. Works under Rajiv Gandhi Grameen Vidyutikaran Yojana are nearing completion in most districts. Several mini and micro-hydel projects will be commissioned during the year thereby increasing our own generation and helping us save on precious resources. The 110 MW Pare hydroelectric project is targeted for completion by 2014.

On rural connectivity, the Governor informed that under the national flagship programme PMGSY, 18 road works comprising 80.54 km road length have been completed benefiting 12 habitations during the year 2012-13. “The Ministry of Rural Development, Government of India has approved taking up of PMGSY roads in 126 clusters of population below 250 in 10 international border districts of the State at an estimated cost of Rs. 1,200 Cr,”  the governor informed.

PDS: In order to strengthen the functioning of Public Distribution System in Arunachal Pradesh, the Department of Food & Civil Supplies has completed construction of 51 godowns with a total capacity of 5300MT across the State and  in addition to these, 25 new godowns are under construction, the governor said.

 The governor said that works on Trans-Arunachal highway are at different stages of implementation in different stretches. Overall, works for almost 85% of the total length of the highway have been awarded till date. Works are also on in full swing for the 21 km long 4-lane Itanagar-Hollongi highway and it is expected that almost 8 km of this length will be four-laned before March 2013. In order to ease the traffic congestion on the Itanagar-Naharlagun highway, Rs. 12 Cr. have been provided for the Naharlagun bye-pass road through Jully under SPA.

The Governor further said that his government is implementing several development and welfare schemes for the people of the insurgency affected Tirap, Changlang and Longding districts. “Since its inception eight years ago, the department of Tirap-Changlang and Longding has taken up around 4000 development projects and schemes under different sectors,” the Governor said.

“My Government continues to give high focus and priority to monitoring of implementation of projects. Towards this, the third party monitoring systems in the State have been further strengthened,’ the Governor said.

The Governor announced in the Assembly that two very important projects of the Prime Minister's package - the new Civil Secretariat and the railway line to Naharlagun will also be  functional in a few months  from today.

Two bills introduced in Assembly

ITANAGAR, Mar 15: The first day of the tenth session of the Fifth Legislative Assembly witnessed introduction of two bills namely - The Arunachal Pradesh Cooperative Societies (Amendment) Bill, 2013 moved by Jarkar Gamlin, Minister Cooperation and The Arunachal Pradesh (Re-Organization of Districts) (Amendment) Bill, 2013 moved by Chief Minister and Minister in-charge of District Administration Nabam Tuki.

Earlier, the members of the House led by Speaker Wanglin Lowangdong observed two minutes silence as a mark of respect to late Kirge Eshi, former MLA and Late I K Gujral, former Prime Minister.  

Issues in Assembly

While making obituary reference to the late leaders Wanglin Lowangdong said that late Gujral was a distinguished parliamentarian and served the nation in various capacities. While mourning the demise of the former Prime Minister  Gujral last year, Lowangdong briefly spoke on his political life.

Paying his rich tribute to late Kirge Eshi, who passed away on 29th November 2012 at Dispur, Guwahati  after prolonged illness at the age of 52 yrs, the Speaker said that late Eshi was a renowned social activist known for his philanthropic works. A born leader, he was associated with student organizations, served the state as Circle Officer and as a political leader contributed for the socio-economic development of the state, Lowangdong said.

Legislators Laeta Umbrey and Dr. Tangor Tapok also participated in making obituary reference to the departed personalities. Umbrey termed late Gujral, a multi-faceted man, adding his demise is an irreparable loss to the nation. Expressing his heart- felt condolences on death of late Kirge Eshi, Umbrey called him a man of vision and a born leader who displayed his ability since school days. In his tribute Dr. Tapok spoke on his association with late Eshi and called him one of the most honest, sincere and dedicated leaders who made tremendous developments in his area.

Panel of Chairmen: Speaker Wanglin Lowangdong announced the panel of Chairmen for conduct of the assembly proceedings for the current session. They included MLAs Laeta Umbrey, Ralom Borang, Dr. Tangor Tapak and Karya Bagang.

Business Advisory Committee Report:The house adopted the Tenth Report of the Business Advisory Committee by voice vote, which was presented by the Speaker Wanglin Lowangdong and moved by Bosiram Siram, Minister Parliamentary Affairs.

Interim Report of Ad-hoc Committee: Deputy Speaker Jomde Kena presented the Interim Report of the Ad-hoc Committee for constitution of Panchayati Raj in Arunachal Pradesh on the floor of the house.

Governor’s Assent to Bills:   Secretary, Legislative Assembly laid two bills passed by the Fifth Legislative Assembly during its ninth session and assented to by the Governor. The bills are – The Arunachal Pradesh Rights to Slum Dwellers Bill, 2012 and The Arunachal Pradesh Forest and Special Tiger Protection Force Bill, 2012.

Private Member Resolution: A private member resolution on renaming of the Daporijo Government Model College as Tadak Dulom Government Model College, Daporijo moved by MLA Takar Marde was withdrawn following an assurance from the Chief Minister Nabam Tuki to take the matter in the cabinet.

While acknowledging the immense contributions of late Tadak Dulom for the Tagin community in particular and state in general, Tuki said late Dulom served in various capacities in the state and helped in nation building. He added that since the college has started functioning recently, besides permanent site for the college is yet to finalize, the matter can be taken up in the cabinet.

While appreciating the mover of the resolution, Education Minister Bosiram Siram informed the house that Government of India has approved for setting up of six model colleges in the educationally backward districts of the state, namely at  Seppa, Palin, Daporijo, Basar, Geku and Roing. He said that as the funding pattern under that programme and permanent site for the Daporijo college is yet to be finalized and urged Marde to withdraw the resolution as it can be considered in future.

Earlier, Marde advocated for renaming of the college after Late Tadak Dulom by giving a vivid account of the contributions of the late leader and sought support from the house. Rural Development Minister Tanga Byaling, MLAs Laeta Umbrey and Tapen Siga also participated and supported the resolution. Later, the Speaker adjourned the house till next day. DIPR

 

 

East Siang BJP demands solution to water crisis at Pasighat

ITANAGAR, Mar 15: The East Siang unit of Bharatiya Janata Party (BJP) has demanded the state government to immediately sanction Shirpo project, all the seven bore well schemes and Siang water lifting project to permanently solve the chronic water problem in Pasighat.

The BJP in a meeting today also demanded the State Government to arrange five more water tankers immediately to meet the present water scarcity in the oldest town of Arunachal Pradesh as the departmental water tankers pressed into service were not sufficient.

Describing the problem faced by the people due to severe water crisis, senior BJP leader Kaling Moyong informed that the Public Health Engineering Department (PHED) was supplying water with help of additional tankers provided by General Reserve Engineer Force (GREF) Pasighat unit and Central University of Horticulture and Forestry. The BJP leader, who contributed fuel to all the tankers which are engaged to supply potable water in and around Pasighat Township, demanded the State Government to first solve the drinking water crisis before going for swimming pool and amusement park since water is the need of the hour.

Moyong thanked GREF, Pasighat unit and the Central University of Horticulture and Forestry for helping PHE Department by giving their water tankers. He also appreciated PHED, Pasighat division for their selfless service to meet the water scarcity.

 

 

BJM a mission to spread the spirit of unity: CM

ITANAGAR, Mar 15: Chief Minister Nabam Tuki described the month-long 3rd Bharat Jodo Movement (BJM) a great mission to spread the spirit of unity and  message of universal love and peace.

Before flagging off the BJM at Indira Gandhi Park here Friday morning, Tuki, flanked by Finance Minister Chowna Mein, Agriculture Minister Setong Sena and Gandhian Dr SN Subba Rao, said that every Indian including the younger generation needs to work with responsibility while discharging his/her duty.

“Our India is great. Every Indian should live with pride and discharge their duty with responsibility reflecting the greatness of our great motherland”.

Sena, associated with the National Youth Project of which Dr Rao is the director, recalled the pathbreaking initiatives of the voluntary organization that has spread its activities to 42 nations.

‘Bharat Jodo’ slogan rent the air as the chief minister handed over the soil of the ‘Land of Rising sun’ to the Gandhians to carry it throughout the nation symbolising ‘Bharat ek mitti hai, ek desh hai aur ham sab ek hai (India is a single land, one nation and all Indians same).  Recalling the great Gandhian Baba Amte, who had launched the 2nd BJM from Itanagar in 1989 that was flagged off by then governor RD Pradhan, Dr Rao, lovingly called Bhaiji, said Gandhiji, who had lived for only four months after India attained independence had desired that sensibility was the need for the nation to remain united and great.

Sensibility among all sections of the society alone would help us live in communal harmony, particularly the North East India which is victim of insurgency and drug menace.

The Gandhians interacted with the CM and his ministerial colleagues when Nafisa Colombobala from Gujarat was introduced to the dignitaries. She was the sari-clad cyclist to pedal from Kanyakumari to Kashmir and Itanagar to Okhla.

The movement would reach Shantiniketan via eight NE states and continue covering the entire nation rekindle the great ‘one India’ spirit.

Arunachal seeks expert knowledge to popularize tea cultivation

ITANAGAR, Mar 15: With the GoAP giving top priority to agri-horti and allied sector, particularly tea and rubber cultivation, trade & commerce secretary Indra Mallo Jain has requested former Tea Research Association (TRA), Tocklai Experimental Station, Jorhat director Prof. Mridul Hazarika to prepare a map with a unique model for tea cultivation considering state’s peculiar topography, particularly organic.

Jain thanked Prof Hazarika, now chief scientist of Science Foundation for Tribal & Rural Resource Development as tea cultivation gained movement in the state with his constant guidance as TRA director, according to official sources.  Her request followed an hour long discussion with him in presence of T&C director Tokong Pertin on steps to promote and popularise tea cultivation. However, Prof. Hazarika assured to submit a proposal by March 31 next for final decision at the GoAP level.

Highlighting basic facts on cultivation of world’s most popular beverage, Prof suggested against any casual approach in this hilly state experiencing constant soil degradation because of sloppy gradation. Tea plantation has a life span of 100 years, he reasoned.  

With a doctoral degree in Tea Biochemistry, he was instrumental in setting up of Darjeeling Tea Research & Management Association, a training institute at Siliguri. He is one of the pioneers in the study of Darjeeling flavour and found out for the first time the role of terpenoids and non -terpenoids in flavour of Darjeeling tea. He also studied the dynamics of the aflavins and the arubigins in processing of black tea. He has been associated with research advisory committee/monitoring committee of many institutions.

Pertin received appreciation form Prof Hazarika after he spelt out the steps taken by the T&C department in translating the GoAP vision into a reality including future plan.

 

 

World Consumers Rights Day observed

CHANGLANG, Mar 15: Along with the rest of the world, the “World Consumer Right Day” was observed today at DIET Auditorium Changlang. To mark the occasion, a meeting-cum-exhibition was held, highlighting the significance of the day, organized by department of Legal Metrology & Consumer Affairs, Changlang District.

Speaking on the occasion, MC Roy, Addl. Deputy Commissioner Changlang, said the consumers must be alert on goods and services, should look for expiry date, especially on children’s food items and always insist on cash memos and receipts.

Roy informed that a Legal Metrology Laboratory is coming up within the office premises of the Deputy Commissioner for testing adulteration, weight & measures, purity, quality and quantity etc.

N.K. Longchang, Member, District Consumer Forum, advised to approach the district Forum for full protection of their rights by lodging their complaints before the Forum for redessal or compensation. He appealed to educate the innocent and illiterate village people on various rights of consumers so that they are not easily duped while buying and selling.

Happa Taidong, public leader, said the real victims are the village people, who do not know how to read and write. He appealed for thorough implementation of the consumer protection act, the legislation enacted for protecting the interest of consumers by establishing the forum for settlement of consumer dispute.

M. Munglang, Inspector Legal Metrology and Consumer Affairs (ILMS&CA) explained the aim and objective of the World Consumer Right Day observation.

The Department of Legal Metrology and Consumer Affairs, Daporijo also observed World Consumer Day today. Minte Siga, Assistant Controller, LM and CA briefed the rights of consumer and to le of the traders as every one is a consumer of either sides. He also urged the Bazar Committees and NGOs to give proper knowledge to the common consumer along with the traders about the consumer law within their reach.

The meeting was participated by panchayat leaders and leaders of three NGOs, namely All Arunachal Pradesh Consumer Association Upper Subansiri District Unit, Lune Educational Foundation Charitable Trust and Ringdung Welfare Society. DIPROs

 

 

Student leaders inspect Yingkiong helipad

ITANAGAR, Mar 15: An AAPSU team accompanied by the central executive body members of All Upper Siang District Students Union (AUSDSU) inspected the Yingkiong helipad, district headquarter of Upper Siang which is reportedly lying in a dilapidated condition.

According to the team’s finding, the airfield is not fit for either landing or taking off as it has been damaged to a great extent in the floods in 2000. “If it is not maintained properly the airfield will be totally damaged and the people of Upper Siang will be deprived of helicopter services even in time of emergency, AUSDSU said in a release and urged the authority concerned to take immediate necessary step for renovation of the airfield.

Further, the union informed that the students of Government Higher Secondary School Tuting have been deprived of science education at plus-2 level due to acute shortage of subject teachers and science stream.

“The science stream was opened in the school in 2006, but proper attention has never been paid by the authorities concerned for posting of science teachers and as result of which the science stream is almost defunct presently, “ the release claimed.

“Keeping in mind the importance of science education we demand that the science stream should immediately made functional and the required numbers of teachers be posted at the earliest,” it demanded.

The union also rued the poor and erratic power supply in Upper Subansiri district and demanded the authorities concerned to address this chronic problem at the earliest.

It said that despite submission of several memoranda highlighting the problems face by the people, especially students appearing CBSE final examination, the power scenario has not improved. Irregular power supply has also affected smooth functioning of health emergency services like X-ray and other tests in the hospital.

 

 

DLRC and DCC meeting held

ROING, Mar 15:  The District Level Review Committee and District Consultative Committee Meeting under the Lead Bank Scheme of Lower Dibang District for December quarter 2012 was held under the chairmanship of Deputy Commissioner Shiv Kumar in his office chamber today.

Taking serious note on unsatisfactory performance under various schemes, like KCC, PMEGP, SGSY, etc. the Deputy Commissioner asked the bankers to reach out to the people. He also asked the fields departments like Agriculture, Horticulture, Veterinary, Industry and BDOs to prepare and recommend only those projects which are viable.

Upset by the poor recovery position of the banks, he asked the bankers to tie up with the departments and grant loans only to those applicants, who are recommended by the department after proper verification by their field officers. He cautioned that the bank loans under KCC should be allowed to avail by the genuine farming community only and not by others.

He insisted on formation of Farmers’ Club in every village and more SHGs. He also asked DRDA, Roing to conduct awareness cum training programme for SHGs within this month enabling them to avail Govt. subsidy, etc.

The meeting also reviewed performance of Banks under District Credit Plan 2012-13, Credit Deposit Ratio, Security Arrangements of Banks and other miscellaneous issues.

The meeting was actively participated by Branch Managers of State Bank of India, Arunachal Pradesh State Apex Bank, Arunachal Pradesh Rural Bank, Roing and Officers from various field departments, DRDA and BDOs. DIPRO

 

 

Biometric does the trick: There is spring in employees’ strides

These days in Khonsa there is a tangible change in the strides of the government employees as they walk towards the office with a sense of urgency and purpose. They have to reach the office before 9.30 am to mark their attendance in the Biometric device. There are no two opinions about the fact that this little electronic gadget called Biometric has succeeded where man has failed in mending the ways of the habitual late comers to the office and office bunkers. After the installation of this device in the Deputy Commissioner’s office for the employees of DC’s office and its adjoining offices, there has been a marked improvement in the punctuality and attendance of the employees. In the not too distant past circulars after circulars used to be issued asking the employees to reach office on time and leave the office at the stipulated time. But these circulars had no effect on the employees. However, there is no escape now as the Biometric will record the timing of the employees’ attendance. The employees are also under the scan of CCTV. There is virtually no option for them other than reaching and leaving the office on time.

However, this device has also brought out the funny sides of some of the employees. Some weighty ladies can be seen walking up the cement concrete steps huffing and puffing with no semblance of smiles on their faces because they have to reach the office on time. As they walk up they may be cursing the little device because in the past they used to come leisurely to the office and leave the office at will.  Some employees can also be seen pressing the device with full force, anger written all over their faces. When the Biometric says a sweet ‘thank you’ after the employee had press his thumb he walks away angrily giving a stern look at the device. They [employees] have a side glance at the device whenever they walk past it probably saying ‘because of you our peace of mind has been disturbed.’ Some women employees can also be seen hurriedly completing their household chores murmuring ‘that little device will catch us if we are late.’

It is worth-mentioning that Tirap has been the first district to introduce Biometric device. The credit for this should be attributed to Tirap Deputy Commissioner Dr Sachin Shinde and DIO, NIC Ajay Singh. In fact, Tirap has always been in the forefront so far as e-governance is concerned. Tirap model e-PDS, Jansuvidha etc had been in operation much before the other districts of the state had started. This is in spite of the disturbed law and order scenario in the district. This is an ample proof of the fact that if the district administration is willing anything can be achieved however trying and difficult the condition may be.  Since Biometric device has improved the work culture among the employees, it should be implemented in all the districts, especially in the capital Itanagar’s offices. We face great hardships whenever we go from the districts to Itanagar for some work due to the absence of some of the officers and officials. It does not make any difference for the sincere and dedicated employees but the habitual late comers, beware Biometric is coming to your office soon. 5 days entrepreneurship training for women gets underway

AALO Mar 15: Five days entrepreneurship training for 25 selected women from various parts of West Siang got underway at District Industries Centre today.

West Siang Deputy Commissioner Marnya Ete attended the inaugural session of the training along with resource persons from line departments. Addressing the gathering, the DC said that tangible development of society and family cannot be thought of without proper development of women. Exhorting participants to take up the programme seriously, he said that job opportunities are drying up today and women, young boys and girls should be encouraged and inculcated the habit of self dependence through formation of Self Help Groups to earn their livelihood and lift up their economy. There is no substitute to hard work in this competitive age and younger generation should be nurtured and nourished on that line, he said. He also inspected the District Emporium.

Pre-Mopin celebration at RGU

ITANAGAR, Mar 15: Galo students and employees of Rajiv Gandhi University (RGU), Rono Hills, Doimukh celebrated pre-Mopin at university campus with a two days programme on March 14 and 15.  

Former Chief Minister Jarbom Gamlin, RGU Vice Chancellor Prof. Tamo Mibang and Registrar Dr. Rachob Taba attended the celebration.

In his speech, Gamlin encouraged the youths to preserve the rich culture and tradition of the community.

Popir Parties from Itanagar and Naharlagun participated in the celebration. Executive Engineer Tumto Kamchi also joined the celebration.

 

Refresher training for in-service teachers

ITANAGAR, Mar 15: A 5-day refresher training for in-service teachers organized by Pedagogical Cell of DLMC, SSA, Lohit District, Tezu yesterday at BRC, Namsai.

The programme is being attended by 130 participants of Namsai Block.

Attending the inaugural session of the training, BP Sinha, State Resource Person, SSA Rajya Mission explained about RTE/CCE to the teachers and advised them to remain prepared all the time.

Dr. S Chakraborty, Associate Professor, IG Govt. College, Tezu spoke on value based education and appealed to the teachers to join hands in the noble venture of teaching to change the ‘deteriorating’ condition of our society.

Forum writes to DC

ITANAGAR, Mar 15: The Ziro-II Anti-Corruption Youth Forum has written to deputy commissioner Lower Subansiri district regarding improper supply of PDS items within Ziro-II area. They have suggested three major points in order to streamline the supply. They called on DC to direct all the FPS under Ziro-II area to open with proper sign board within short period. Food grains supply be directly dropped at each FPS of Ziro-II area. Also ration card should be provided to real needy  and poor people, it said.

 

Farmers seek electricity facility

ITANAGAR, Mar 15: The Farmer Club Tarajuli (F) Village today appealed to the local MLA to provide electricity facility in the village.

In its letter addressed to local MLA, Farmer Club said that village is deprived of various basic facilities such as land possession certificate, Kishan credit card, Arm license, primary health centre and drinking water supply.

 

World Consumer Rights Day observed at Daporijo

ITANAGAR, Mar 15: The department of legal metrology & consumer affairs Daporijo today observed World Consumer Rights Day in a befitting manner. The bazaar committee, Panchayat leaders and non-governmental organizations also took part during the celebration.  During the occasion Assistant Controller LM&CA Minte Siga has highlighted on consumers rights and role of traders.

 

Voters complain of deletion

ITANAGAR, Mar 15:  Claiming that names of many eligible voters of Kapu Dada under Chayang Tajo Assembly constituency in East Kameng were deliberately deleted from voter list, Assembly Youth Congress Committee today appealed the authorities to take up corrective measures immediately. It claimed that as many as hundreds and seventy regular voters were left out in the recent electoral roll process for the upcoming Panchayati raj election. In a complaint letter addressed to district election officer, one villager Nepa Dada claimed that many voters who had applied for inclusion were misplaced.  He also alleged that many voters who did not turn up during the hearing were included in voter list.  He further appealed to authority to look into the matter.

 

Demand for new district gaining momentum

ITANAGAR, Mar 15: Singing in same chorus with All Nyishi Youth Association (ANYA) in demanding for creation of two more new districts at Pakke-Kessang in East Kameng and Kamla at Raga, the various organizations namely ANYA Lower Subansiri unit, All Pakke-Kessang Pijerang Dissing Passo Seijosa Students Union and Kamla District Demanding Committee today said that demand made by ANYA is genuine one and it should be fulfilled by the state government.

In a separate release organization stated that people of the respective areas are deprived in developmental fronts due to topographically variation.

 

Five days trainer training concludes

ITANAGAR, Mar 15: The second batch of a five-day trainers’ training on vector borne disease for district level trainers was concluded today at administrative training institute Naharlagun. Altogether nine officers from nine districts took part in the training. Dr S Verma special secretary health and family welfare pointed out that all vector borne disease is a preventable and curable disease, however in term of mortality the malaria is number one public health problem in Arunachal Pradesh. Dr K. Nishing, director of health service, said more emphasis should be given in form of information, education and communication (IEC) activity.  Earlier similar training of first batch was held on 18 to 22th February.  

 

AdiSU leaders allegedly detained

ITANAGAR, Mar 15: AdiSU general secretary Obuk Gao and RBAPF president Tamat Gamoh received minor injury when Police allegedly resorted to mild lathi charge to disperse a dharna staged by AdiSU near Takar Complex, Naharlagun today, alleged an AdiSU release.

The AdiSU president and three others were also detained by Naharlagun Police in the morning under preventative measure and later released, the release informed.

It further alleged that AdiSU’s Itanagar unit vice president Nang Gao was mercilessly beaten by IRBn personnel.

The dharna was withdrawn after Police intervention as AdiSU did not intimate the administration about their agitation in advance.

However, the agitators shown their emotional outburst by displaying placards and banners, the release said.

The Dharna was in continuation of the democratic movement for exclusion of Adi land from the Lower Siang district.

AdiSU has decided to hold dharna on the same spot tomorrow, the release added.

 

Data dissemination workshop at IGG College

ITANAGAR, Mar 15: A data dissemination workshop on Housing and House listing Data - Census of India 2011 was organized by the Director of Census Operations, Arunachal Pradesh at Indira Gandhi Government College (IGGC), Tezu yesterday.

Deputy Commissioner RK Sharma elucidated the process of enumeration and the hurdles faced during the census process in Lohit.

Bharati Chanda, Joint Director of Census Operations, Arunachal Pradesh, elaborated on presentation on housing data, availability of amenities, assets possess by the households - census of India 2011.

IGG Collge Principal Dr. BK Nath advised the students to learn from the workshop which will prove beneficial for them in future.

Later a Documentary on Census 2011 was shown.

 

Tree plantation prog inaugurated

ITANAGAR, Mar 15: Arunachal Pradesh Bamboo Resource and Development Agency vice chairman Yura Tagung has inaugurated the tree plantation programme at Niya Colony, Nirjuli today.

In the speech, the vice chairman promised to provide all kind of help for the tree and bamboo plantation in entire Nirjuli area. APBRDA will provide bamboo siblings free of cost to the people of the area for plantation in near future, he said.

Member Secretary of Arunachal Pradesh Bamboo Resource and Development Agency Choku Loma was also present in the function.

The motto of the Programme organised by Niya Colony Development Committee, Nirjuli was “Green & Clean” Colony.

 

 Solar reading lamps given to deserving students

ITANAGAR, Mar 15: Solar reading lamps were given to deserving students of Miao area free of costs by Friends of Assam and Seven Sisters today.

FASS is an international, ‘Think-tank’ non-profit non-governmental welfare organization for the general welfare of North East India comprising the states of Assam, Arunachal Pradesh, Nagaland, Manipur, Mizoram, Meghalaya, Tripura and Sikkim.

FASS under the project named “Let there be lights for education in Assam and Seven Sisters” has already distributed 35 solar reading lamps in Jorhat, Assam and Imphal, Manipur in January last.

Consumer Rights Day

The World Consumer Rights Day was observed to create awareness about consumer  rights and this year’s theme was Consumer Justice Now.

Observed for the first time on 15th March, 1983, World Consumer Rights Day  commemorates the historic 1962 declaration by former US President John F. Kennedy  of the four basic consumer rights of- right to safety, right to be informed,  right to choose and the right to be heard.

The theme this year is, Consumer Justice Now. Several functions are being held  across India to raise awareness about consumer rights and duties among people.

World Consumer Rights Day is being observed to create awareness about consumer rights and consumer protection measures to ensure fair trade and business practices.

In 1986, the Indian Parliament enacted the Consumer Protection Act providing for the establishment of consumer councils to settle consum¬er disputes and related  matters The government is taking all steps to further strengthen the consumer redressal process and the Consumer Protection Act is being reviewed to make it  more effective.

The Department of Consumer Affairs is also exploring the possibility of producing  tele-serials educating and empowering consumers of their rights and  responsibilities.

Successful public campaigns, like Jago Grahak Jago, have achieved high  recognition among consumers in creating awareness.

An issue worth supporting

Dear Editor,

After a long time I did feel that the concerns raised by some associations was worthy of being given a thought to. The issue of granting PRC to non-tribals in the district of Lohit has been nagging at the back of my mind since it first saw the lights in our media. Surely, this one issue raised by the ALSU and APPDSU is really appreciable.

It escapes the logic of my mind as to what prompts the state govt. to resort to such follies time and again? A year or so earlier, lots of hue and cry was raised by various organizations when the govt. had started issuing the PRC to the non-APSTs residing in the district of Lohit. Now, when such a move had already been opposed, the state govt. has again come with this diabolic design to issue PRC to non-APSTs within our state, totally undermining the sentiments of the indigenous people and without caring to safeguard the interests of the indigenous people. As far as my information and knowledge goes, the district of Lohit is already reeling from the aftermath of the influx of outsiders and has been witnessing a precarious rise in the crime rates with each passing day. So under these circumstances would it be right thing for the govt to issue PRC to non-tribals in the state?

The Britishers were considerate enough to provide for statues way back in the 19th century to protect and safeguard the interest of the indigenous people by prescribing for inner line permit and further making it unlawful for any person, not being a native of the district to acquire any interest in the land beyond the inner line. Now, the act of the state govt. in issuing PRC would further lead to demands for LPC/land allotment to these persons, which is totally repugnant to the intent of framing such a Regulation. The govt. might debate that the PRCs would be issued after proper verification, but can they assure that every such certificate issued shall be a genuine one? One mistake committed would lead to volley of such mistakes, especially in today’s age, where anything can be bought with money. The state govt. is itself sanctioning such an action, which would have wide spread repercussions in the future.

I don’t’ understand what might be the considerations behind such moves of the govt. but whatever it is, it surely doesn’t seem right. May wisdom prevail.

Nyishi community has a big role to play for unity of state

Dear Editor,

Communalism has no proper place in a civilized society. The physical assault case of DSE does not represent communalism in any way. Nyishi societies especially its parental body NES and few senior members in their individual capacity has already disown such anti-social individuals. Physical assault on a fellow Arunachalee who is fatherly figure and a senior citizen without second thought deserved condemnation.

I believe that the hue and cry of some Adi members are not more than asking justice for the victim and expression of emotional pain, confusion and frustration only without any kind of intention. It is but natural that members will get confuse when one of their senior members get victimized with physical assault inside public office. He was not in the public office for his personal work. Others need to understand their state of mind. If we read letter of Nomni Pertin also without haste, he was not dragging the CM into the episode. He very much claims honourable CM of his own.

The Nyishi leader of different organization including student union deserves appreciation. I think, Nyishi leader has nicely played the role of elder brother by calling for unity of every Arunachalee in the capital followed by Adi leaders. Since both the group loves unity, there is no point of communalism. Communalism is the lowest and dirtiest one can ever play.

Union will be blamed for any incident

Dear Editor,

Through your esteem daily I would like to make an appeal to the funny student organizations of state. I address them as funny because they claim themselves to be working for the welfare of students but always act against our interest. Thankfully today’s bandh was called off and all the students managed to attend CBSE exam without any issue. Another bandh call is looming large on 18th issued by DNGC student union. To make matter worse on 18th class CBSE students have Hindi exam. If am not wrong 4 months back same DNGC student union had issued a press release urging various not to call capital bandh as it hampers the student. Now funnily they are calling bandh. If any students or teachers get injured or if student do not get chance to write exam due to any unfortunate incidents during the day because of bandh, DNGC Student Union will be blamed for it. March, April, May, June and July is the season of exams and admissions. My appeal to all the bandh callers of state, please chalk out a calendar of bandh and exempt these months from your nefarious bandhs. You will truly work for the benefit of student communities if you don’t declare bandh in the above mention months. Lastly capital administration, you always declare bandh as illegal but do you really ever make any arrests??

Unbiased investigation is need of hour

Dear Editor,

Through the column of your esteem daily, I, too, would like to voice my views regarding the recent ‘DSE Assault Case’. As rightly pointed out by Radhe Obing of Ziro via his letter in this forum, the matter has been exaggerated and aggravated by one and all. I condemn the assault too, but not because it involved a high ranking official. This matter would have been long subsided if the assault had taken place the other way around. There are many a cases where government officials are found guilty of not adhering to the moral code of conduct too. No one is above the law. Keeping that in mind, an unbiased investigation should indeed be carried out and the law should be allowed to take its course of action. It does not justify resorting to violent acts of assault but if found guilty, practising of nepotism is an equally condemnable act. Last but not the least, there should not be any mention of the word “communal” in this or any other case of any nature or seriousness since it unnecessarily provokes the brethren of our otherwise peace-loving state.

We would be a minority in our own land

Dear Editor,

Picture this, Meghalaya clamouring for ILP (Inner Line Permit), so too Manipur, bloody clashes between the locals and the migrants in Bodoland.

In all these cases, there is an underlying commonality. They will to preserve the indigenous people’s right to land and their originality, which in the recent times has taken quite a beating.

And surprise of surprise, in Arunachal Pradesh, we are deliberating whether we should give PRC to Non-Tribals or not!

Before I come to any conclusion, mind it, the aforesaid areas of Manipur and Meghalaya (viz. Shillong) can be bracketed as more developed economically and in infrastructure development. Now when they are demanding for the ILP's and tough measures against the outsider's, why are we hell bent on giving them the PRC.

Already in Arunachal, the migrants are monopolising the business, jobs, economy and what not? Many will agree with me if I say, the migrants will win in Capital Complex if any of their candidates are given the right to stand for MLA elections.

Ask any of the college students who studied outside whether they were harassed, subjected to racial taunts, or in some probability abused, the answer will be a big YES in unison. Compare to the life we had outside, the migrants here are living a life worth appreciating.

Now if the PRC is given to them, within a decade or two, I believe, in all certainty, we would be a minority in our own land. We don't have to look far for inspiration, Tripura and Assam completes the scenario. To sum up, here's the big question, what we are leaving behind for the coming generations. A land where they will be the proverbial owner but mostly landless!!!

Just like in Tripura, where any tribal people who voice dissents are branded the terrorist, same could be the situation here in the future.

So what's the solution? It's simple, a big "NO" to the issuance of PRC to Non-Tribals.

Save Mariyang town

Dear Editor,

Through your esteem daily I, on behalf of the indigenous citizen of Mariyang area in general and the local selfless land donors of Mariyang Town in particular would like to bring into notice the long hidden agony and anguish over the encroachment of Govt land by private individuals who proclaimed themselves as private owner of the encroached Govt land or else dispose off the land to some greedy idiot who can pay them exorbitant rate.

It worth mentioning here that the land for Mariyang Town was voluntarily donated years back by the selfless and far sighted private land owners who really have sacrificed their priceless land just for the sake of Mariyang Town and for the future development of area without claiming for single penny as compensation.  The Master Plan Map of Mariyang Township was prepared with specific boundary to an specific area sq. meter considering the landscape and topography of the area by then qualified and reliable Land Management staffs under the strict supervision of the then impeccable transparent administrator team of Tagom Darang, Deputy Commissioner Yingkiong ,  Tamuna Mesar C.O (L/M) with due consultation and guidance from elderly locals which we got notified, registered and recognized as present complete and beautiful Mariyang Town.

While lauding the supreme sacrificed done by the selfless private land donors and forward initiative of the then administrators and the elderly locals to give birth to such a beautiful town like Mariyang, the present Deputy Commissioner Yingkiong and Sub-Divisional Officer Mariyang are hereby given a wakeup call to awake from your deep slumber and look around. Please do not encourage selling and buying business of Govt notified land / conversion of Govt land to private land rather you should initiate legal proceedings against those land grabber with truth and evidences irrespective of clan, caste, creed, rich and poor without politicizing the issue. Mr. Deputy Commissioner Yingkiong, it would be wise to forewarned you here that till date you have been known as bold and transparent administrator above all a responsible and a good human being and hence, please be aware of wrong doers/private individuals who deliberately convert Govt notified land to private land are waiting along three boundary lines of Mariyang Town like groups of hungry Hynas would sneak into you with untold tactics, fabricated tales to emotionally blackmail you wherein you should never ever be blown away instead you being head of a district should in fact motivate and educate them before they could tarnish and corrode your hard earned name, fame and image away. Oh! Yes, Mr. Deputy commissioner, in this war of protecting and preventing Mariyang Town from tearing apart by private land convertor you are not alone. Don't worry and never hesitate to take action against them as you are equipped with documents, SDO Mariyang, LRSO and L/M staff Ykg, Gaon Burahs of Mariyang area and huge number of army of public stood by you.  Many of my friends got both their residential and commercial plot allotted; fortunately plots are located in the heart of Mariyang Town far away from Govt notified land bordering private land. Sir, shall we consider these allotments authentic and reliable? Still we feel unsecure, the fear and apprehension of losing our allotted land is looming around unless you stop the selling and buying business of Govt land by private individuals bordering private land and then claiming themselves to be an ancestral owner. At the behest of single insatiable land grabber family tearing Mariyang Town apart without honouring the dignity and authenticity of the Master Plan Map look totally unfair and illegal. We condemned these activities in strongest term rather we are looking forward the means to expand and upgrade Mariyang Town and Mariyang Sub Division to ADC head quarter as stated and demanded by Dukkang Pertin, ZPM on behalf of entire Mariyang area. We failed to find the differences in color, texture, flavour and vegetations of Govt land soil from private land which compelled all of us together to believe and have faith in the Master Plan Map. If DC really want us to prove transparency while delivering justice to the righteous then we'll expect him to start recommending the applicant for allotment of land from four corners of Mariyang Town bordering private land instead of starting from heart of the town with due consultation from concerned officers (SDO,LRSO) and documented document (Master Plan Map).
